back to 1986. first it was saxby chambliss. now south carolina republican senator lindsey graham. take a listen. >> when you're $16 trillion in debt, the only pledge we should be making to each other is to avoid the coming grief, and republicans, republicans should put revenue on the table, we're this far in debt, we don't generate enough revenue. i want to buy down debt and cut rates to create jobs. but i will violate the pledge, long story short, for the good of the country, only if democrats will do entitlement reform. >> and i think that's important what he said there. only if democrats will do entitlements, as some democrats have pushed back on that. they do not think that that should be on the table. as f americans, they believe that there should be a balance between spending cuts and tax increases. about 67%, according to a new cnn/orc poll say that 29% say only spending cuts. and who will get the blame if we don't reach some kind of agreement here? gop clearly gets the brunt of the blame here. 45% say the gop, 34% say president obama, 15% say both. now as congress returns here
to promise they won't vote to raise taxes. south carolina senator lindsey graham is pushing back saying capping deductions would help generate revenue. the top republic on the senate budget committee explained graham's position. >> he is conditioning any tax increase on fixing these programs, social security and medicare, particularly in making sure that they are sound for the future. so that's lindsey's position. and he has talked about accepting revenue to accomplish that goal. >> republicans continue saying they don't want to increase tax rates arguing that will hurt job growth. democrats say the middle class could be spared from a tax increase now. >> however as we continue to negotiate a responsible path forward i remind everyone within the sound of my voice of one fact. this congress is where one vote away from avoiding the fiscal cliff for middle class families and small businesses. >> republicans point to a study done by the winston group which is a republic research firm which says 65% of americans back tax reform and spending cuts over raising taxes, shep. >> shepard: we are h

. senators john mccain, lindsey graham and kelly ayotte say they're even more troubled now after meeting with ambassador rice. the attack on libya on september 11 killed the u.s. ambassador, cries stevens and three other americans. five days later, ambassador rice went on the sunday talk shows and said u.s. officials believed it was a spontaneous reaction to protest over an anti-islam video. not a preplanned terrorist attack. first the controversy was over whether the white house made the change in the talking points. but that's past because intelligence officials say they gave ambassador rice those talking points. today senator graham called the information disconnected from reality. >> not only is the information bad and i'm more convinced than ever that it was bad, it was unjustified to give the scenario as presented by ambassador rice and president obama three weeks before an election. >> shepard: rice said while we wish we had had perfect information, just days after the terrorist attack, as is often the case, the intelligence assessment has evolved. neither i nor anyone else in the

, the republican position on taxes has changed. here is senator lindsey graham. >> when you're 16 trillion dollars in debt. the only pledge we should be be making to each other is to avoid the coming grief and republicans should put revenue on the table, we're far in debt and don't generate enough revenue, capping deductions will help revenue and raising tax rates will hurt job creation so i agree with grover we shouldn't raise rates, but i think that grover is wrong when it comes we can't cap deductions and buy down debt. >> that's preference to grover norquist and doesn't want any taxes of any kind and republicans are very clear, they say raise tax revenue and would have to come through limits on deductions, not higher tax rates. however, on the other side of the aisle there's no movement from the democrats, carl levin says, yeah, raise tax rates on the rich. >> they have to go up either real tax rates or effective tax rates, there's ways of at that doing. secondly though we've got to close significant loopholes. >> movement on the republican side, not from the democrats. there are no meetings s
republicans first started her chief critics, senators mccain, graham, and eyo eyout ayotte, they said they didn't think it was even remotely possible for republicans to -- especially in the words of this one source, old white men to block the nomination of an african-american woman. they didn't think that was plausible. a few weeks later hearing from other republicans and doing the math, i'm not so sure that's true. i'm not so sure that it's true that democrats would be able to get the votes. but, again, that's why the susan collins' comment is so critical. as we talked about, she's one of the few remaining moderates and unlike other republicans who tend to get more political, she tries not to. >> dana, i've got to let you go. we're running out of time. any chance that susan rice would come back and talk to more republicans or is this done. >> reporter: we were told that she was going to have several meeting. i'm sure she would likely come back. >> dana, thank you very much. appreciate it. >>> after shelling out billions of dollars in fine, bp just got slapped with more tough news. it
is watching. whether it is lindsey graham, peter king, john mccain, on and on, similar comment over the weekend. if another republican is watching that, what would you say to them if they areethinking about breaking this pledge? >> let's distinguish with what boehner have said. i certainly agree, if the economy grew at 4% instead of 2% for the next decade, the federal government would net an additional $5 trillion. you could pay all of obama's death down. connell: that is not what he is talking about. >> okay. i am sorry. what he said is what i said. what obama claims he said is a separate matter. boehner was very clear. obama said, oh, you have agreed to tax increases. the talks collapsed because obama misstated. connell: what you say to republicans who are thinking about breaking the pledge? >> look, most republicans have signed the pledge. even the ones who have not have made it very clear even when they ran for office, higher taxes have hurt the economy. they have spent too much money. the entitlements are looking to break the economy. we need to spend less. raising taxes to get

. >> greta: and senator lindsey graham joins us. before we get to the fiscal cliff, you have a meeting tomorrow. why? >> she asked to meet with us, and i will listen to say about her role in benghazi. i can tell you this, the more i learn about benghazi the more upset i am that the consulate was open on september 11th, when you look at the history, the reporting out of libya about the dangers, should never have been opened, or heavily reinforced. during the attack, i'm more concerned than ever why we couldn't help the people for more than seven hours. after the attack, the story we were told about a spontaneous event caused by video, where a mob turned into a riot, is less credible than ever. before you i want to listen to her side of the story. >> is it your thoughts -- set aside ambassador rice for a second -- but are you satisfied that the administration is providing information to the committees on capitol hill or -- >> absolutely not. they're stonewalling at every turn. they ran out the clock before the election. the president says now that the election is over, we'll cooperate. t
